Education & Human Services Committee - 2017

Jurisdiction

This Committee shall have jurisdiction over the Community College, including, but not limited to, its capital budget projects; the College budget; College collective bargaining agreements; and shall monitor issues affecting or pertaining to public or private schools, including the financing thereof.

Programs

This Committee shall have jurisdiction over matters pertaining to or affecting the County Department of Social Services, the Office for Women, and the Office for People with Disabilities. This Committee shall also have jurisdiction over all programs dealing with emergency housing services; adult medical and social services; foster care; child support enforcement; nutrition programs, other than senior Meals on Wheels; Child Assistance Program (CAP); domestic violence programs; AFDC; JOBS; home relief, family and children’s services; client benefits; transitional care; Child Protective Services; food stamps; burials; HEAP; poverty; and the placement of public assistance recipients.

Legislation

This Committee shall also have jurisdiction over all legislation pertaining to or affecting:

  • Assistance for victims of family violence or abuse
  • Orders of protection
  • Child support enforcement
  • Matrimonial issues
  • Employment and education outreach
  • Information, resources, and support for incarcerated women
  • Resources for professional women
  • All budgetary matters affecting the funding of programs that directly impact upon children, women, and families in Suffolk County

Resolutions

This Committee shall have jurisdiction over all resolutions accepting and appropriating grants-in-aid from the State or federal government that require matching County contributions of monies or resources for Social Services programs; welfare reform initiatives; and implementation of the federal Americans with Disabilities Act.

This Committee shall have jurisdiction over child care initiatives.

Youth Bureau

This Committee shall also have jurisdiction over the Suffolk County Youth Bureau; youth services; protection of the rights and welfare of the children and youth of Suffolk County and their physical, social, and educational well-being through counseling, recreational/cultural programs, employment opportunities and community services programs, runaway and homeless programs, emergency short-term residential facilities, crisis intervention counseling, reuniting a youth with his or her family, independent living programs for older homeless adolescents, exploration of housing resources, high-school equivalency education, PINS Diversion Program, or specialized needs of children. This Committee shall oversee Family Court matters. This Committee shall have jurisdiction over the Human Rights Commission.

Voting

This Committee shall also consider and vote on any appointment to a board, commission, department, agency, authority, task force, or comparable entity under the jurisdiction of this Committee as well as any outside consultant which may be authorized by this Committee.
